You can download the beta via the first post (announcement). Please note that you need to have an existing license to use the v1.3 beta.
Also, just so we don't confuse all of you: v1.3 is not our next-gen ("2.0") SDK, but rather an intermediate update to support a major new device type, add 64-bit Windows support, add enhanced support for ThinkStick, etc. The alpha program for the next-gen SDK is being done separately.
